Kagame continue de nuire dans la région car ses Lobbies sont toujours puissants en Occident et particulièrement aux USA pour influencer les décideurs. Même Trump avant de déclarer sa guerre mondiale Armageddon aux Moyen Orient  ce 28 février a tenu à rassurer Paul Kagame que les sanctions qui étaient envisagées contre lui pour ses crimes en RDC sont suspendues sine die sinon annulées pour de bon.

Introduction

L'est de la République démocratique du Congo brûle depuis des décennies. Derrière le rideau de fumée des discours diplomatiques, des accords de façade et des communiqués militaires soigneusement calibrés, une réalité stratégique s'impose de plus en plus clairement aux observateurs de la région des Grands Lacs : Paul Kagame, président du Rwanda, reproduit un schéma qu'il connaît intimement, celui de la guerre par procuration, de l'accaparement total du pouvoir sans partage, de la récompense ethnique et de la recomposition territoriale forcée.

Mais les temps ont changé. Ce qui a fonctionné dans les années 1990, dans un contexte de guerre froide finissante, d'institutions africaines encore balbutiantes et d'un monde où l'Internet n'existait pas, ne peut plus fonctionner de la même manière aujourd'hui. Les téléphones satellites, les enquêtes onusiennes, les réseaux sociaux et la pression des opinions publiques africaines rendent l'opacité stratégique beaucoup plus difficile à maintenir.

Kagame se trompe. Non pas parce qu'il manque d'intelligence tactique, mais parce qu'il applique une logique du passé à un contexte qui a fondamentalement évolué. Il a toujours agi avec une forme d'excès de confiance, sans mesurer pleinement les conséquences de ses décisions. Cela s'est manifesté de manière tragique avec l'assassinat du Président Habyarimana, alors même que des opportunités réelles de partage du pouvoir avaient été créées par les Accords d'Arusha. L'agression de la RDC s'inscrit dans la même logique d'imprudence stratégique. Les tentatives répétées d'assassiner le Président Tshisekedi s'ajoutent à ce tableau alarmant d'un dirigeant qui confond audace militaire et clairvoyance politique.

Introduction

Eastern Democratic Republic of Congo has been burning for decades. Behind the smokescreen of diplomatic speeches, facade agreements and carefully calibrated military communiqués, a strategic reality is becoming increasingly clear to observers of the Great Lakes region: Paul Kagame, President of Rwanda, is reproducing a pattern he knows intimately — that of proxy war, the total seizure of power without sharing, ethnic reward, and forced territorial recomposition.

But the times have changed. What worked in the 1990s, in a context of a fading Cold War, nascent African institutions, and a world where the Internet did not exist, can no longer function in the same way today. Satellite phones, United Nations investigations, social media, and the pressure of African public opinion make strategic opacity far more difficult to maintain.

Kagame is wrong. Not because he lacks tactical intelligence, but because he is applying the logic of the past to a context that has fundamentally evolved. He has always acted with a form of overconfidence, without fully measuring the consequences of his decisions. This manifested itself tragically in the assassination of President Habyarimana, at a time when genuine opportunities for power-sharing had been created through the Arusha Accords. The aggression against the DRC follows the same logic of strategic recklessness. The repeated attempts to assassinate President Tshisekedi add to this alarming portrait of a leader who confuses military audacity with political foresight.

Introduction

In debates about the war ravaging eastern Democratic Republic of Congo, one analytical angle remains too often overlooked by international commentators. Much is said about geopolitical rivalries, mineral resources, and regional influence dynamics. But two fundamental realities are frequently forgotten that, together, render the project attributed to Paul Kagame not only illegitimate but structurally impossible to achieve. The first is legal and political: the principles of territorial integrity and state sovereignty constitute, in international law as in African diplomatic practice, a barrier that no regional actor can cross with impunity and on a lasting basis. The second is sociological and frequently misunderstood: the Banyamulenge, like the Congolese Tutsi and Hutu living in the DRC, are not victims of a deliberate policy of exclusion orchestrated by the Congolese State. Like hundreds of other ethnic groups in this vast country, they are populations marginalised by structural poverty, lack of access to education, and social exclusion inherited from decades of underdevelopment and poor governance. Confusing these two realities means constructing a legitimising narrative that rests on no serious foundation.

Introduction

Dans les débats sur la guerre qui ravage l'est de la République démocratique du Congo, un angle d'analyse demeure trop souvent négligé par les commentateurs internationaux. On parle abondamment de rivalités géopolitiques, de ressources minières, de logiques d'influence régionale. Mais on oublie fréquemment deux réalités fondamentales qui, ensemble, rendent le projet attribué à Paul Kagame non seulement illégitime, mais structurellement impossible à réaliser. La première est juridique et politique : les principes d'intégrité territoriale et de souveraineté des États constituent, en droit international comme dans la pratique diplomatique africaine, une barrière que nul acteur régional ne peut franchir impunément et durablement. La seconde est sociologique et souvent mal comprise : les Banyamulenge, comme les Tutsi congolais et les Hutu qui vivent en RDC, ne sont pas des victimes d'une politique d'exclusion délibérée orchestrée par l'État congolais. Ils sont, comme des centaines d'autres groupes ethniques dans ce pays-continent, des populations marginalisées par la pauvreté structurelle, le déficit d'accès à l'éducation et l'exclusion sociale héritée de décennies de sous-développement et de mauvaise gouvernance. Confondre ces deux réalités, c'est construire un récit de légitimation qui ne repose sur aucun fondement sérieux.
